State-owned Enterprises

The central governments of the Western Balkans together own approximately 470 SOEs which account for estimated 3.4% of total regional employment. SOEs in the Western Balkans are often prevalent in systemically important sectors on which other businesses depend for their efficient operations, such as electricity and gas, telecommunications and transportation. Ensuring that SOEs operate efficiently and on a level playing field with private companies is crucial for well-functioning markets in the Western Balkans.
