Montenegro progressed modestly since Competitiveness Outlook (CO) 2021, making positive advancements across eight of the 15 policy dimensions. It has showed the strongest score increases in the areas of tourism, trade, and science, technology and innovation (STI) policies. and is outperforming the Western Balkans (WB6) average across eight policy dimensions.
