There is a clear strategy/policy framework or law aiming to enhance the labour market relevance and outcomes of higher education.

Government, higher education institutions, and social partners collaborated to develop strategy.
Policies or initiatives have been implemented to promote the internationalisation of the curriculum and/or support staff and student mobility.
There is a quality assurance body responsible for accrediting higher education institutions and programmes, in line with National Qualifications Frameworks.
There is co-ordination across levels of government, agencies and other organisations in delivering policy initiatives to enhance labour market relevance and outcomes of higher education.
A range of information sources about the labour market are available and used for government planning and policy development as well as to inform the public about skills demands.
Targeted mechanisms are in place to help align programmes with labour market demands.
